WHAT happened to the workplace
When the RAN Workplace
Assessor Course finished last
year it provided an opportunity
for the Training Force Capability
Improvement Project (TFCIP) to
investigate how Navy conducted com-
One TFCIP initiative is the
establishment of a Competency
Management Agency (CMA) whose
primary focus will be the management
of trainee achievement in completion
of their competency requirements.
CMA will oversee the change in
assessment policy and eventually
change the primary method of com-
petency assessment and management
to the panelling method by replacing
competency logs with capability evi-
dence journals wherever possible.
The journals will detail task com-
pletion undertaken in the workplace or
school environment by members and
signed off by supervisors or SMEs.
They would also be counter signed
by an accredited assessor in the unit
and finally sent to the CMA for final
endorsement and processing.
The flow-on effect of this change to
assessment training is that workplace
assessors (WPAs) who are not counter
signing the capability evidence jour-
nal will no longer need the old WPA
This change removes a large train-
ing burden for Navy.
To ensure Navy meets its require-
ments, the Assessor Skill Set Course
has been developed by the RANTSS
for delivery to a much smaller number
of selected billets on Fleet units, in
schools and to members who will be
posted to the CMA.
The Assessor Skill Set Course
meets the requirements of the new
training package TAE40110 and is not
a one-for-one replacement for the old
Workplace Assessor Course.
Personnel completing the new
Assessor Skill Set Course, or who
have attained recognition as satisfying
the TAE40110 assessment competen-
cies, will be accredited assessors.
The course will not be required by
the workplace supervisor or SME as
they are not signing off competencies,
only tasks or parts of competencies.
Removing workplace assessor pro-
ficiencies from all billet statements is
a priority, followed by the identifica-
tion of which billets require the new
Assessor Skill Set Course.

Management has been involved in this
process and it is hoped that all billets
requiring Assessor Skill Set Course
training will be identified soon.
The RANTSS commenced deliv-
ery of the Assessor Skill Set Course
at HMAS Stirling at the beginning of
May for personnel who will be work-
ing within the CMA.
Courses dates and locations will be
announced soon and published in the RAN
New workplace assessment
